Note the fifth in line: Ireland with major uplift in 2011-2013. Data is from the Central Bank of Russia.

I'm assuming Ireland for slightly similar reasons to the British Virgin Islands (fourth place), that this is at least partly corporate money moved overseas for tax reasons? Keen though for thoughts.
