11/1/19: A Behavioral Experiment: Irish License Plates and Household Demand for Cars


While a relatively well known and understood fact in Ireland, this is an interesting snapshot of data for our students in Behavioral Finance and Economics course at MIIS.


In 2013, Ireland introduced a new set of car license plates that created a de facto natural experiment in behavioural economics. Prior to 2013, Irish license plates contained, as the first two digits, the year of car production (see lower two images). Since 2013, prompted by the ‘fear of the number ’13’’, the license plates contain three first digits designating the year and the half-year of the make.


Prior to 2013 change in licenses, Irish car buyers were heavily concentrated in the first two months of each year - a ‘vanity effect’ of license plates that provided additional utility to the earlier months’ car purchasers from having a vehicle with current year identifier for a longer period of time. Post-2013 changes, therefore can be expected to yield two effects:
1) The ‘vanity effect’ should be split between the first two months of 1H of the year, and the first two months of 2H of the year; and
2) Overall, ‘vanity effect’ across two segments of the year should be higher than the same for th period pre-2013 change.


As chart above illustrates, both of these factors are confirmed in the data. Irish buyers are now (post-2013) more concentrated in the January, February, July and August months than prior to 2013. In 2009-2012, average share of annual sales that fell onto these four months stood at 44.8 percent. This rose to 55.75 percent for the period starting in 2014. This difference is statistically significant at 5% percent level.

The share of annual sales that fell onto January-February remained statistically unchanged, nominally rising from 31.77 percent for 2009-2012 average to 32.56 percent since 2014. This difference is not statistically significant at even 10%. However, share of sales falling into July-August period rose from 13.04 percent in 2009-2012 to 23.19 percent since the start of 2014 This increase is statistically significantly greater than zero at 1 percent level.

Similar, qualitatively and statistically, results can be gained from looking at 2002-2008 average. Moving out to pre-2002 average, the only difference is that increases in concentration of sales in January-February period become statistically significant.

In simple terms, what is interesting about the Irish data is the fact that license plate format - in particular identification of year of the car make - strongly induces a ‘vanity effect’ in purchaser behaviour, and that this effect is sensitive to the granularity of the signal contained in the license plate format. What would be interesting at this point is to look at seasonal variation of pricing data, including that for used vehicles, controlling for hedonic characteristics of cars being sold and accounting for variable promotions and discounts applied by brokers.

2/10/18: Government Debt per Employed Person


We often see Government debt expressed in reference to GDP or in per capita terms. However, carry capacity of sovereign debt depends not as much on the number of people in the economy, but on the basis of those paying the lion’s share of taxes, aka, working individuals. So here is the data for advanced economies Government debt expressed in U.S. dollar terms per person in employment:


Some interesting observations.

Ireland, as a younger, higher employment economy ranks fifth in the world in terms of Government debt per person employed (USD 115,765 in debt per employed). In terms of debt per capita, it is ranked in the fourth place at USD 54,126.

Plucky Iceland, the country hit as hard by the Global Financial Crisis as Ireland and often compared to the latter by a range of analysts and policymakers, ranks 22nd in terms of Government debt burden per employed person (USD 56,185) although it ranks 13th in per capita terms (USD 32,502). In simple terms, Iceland has higher employment rate than Ireland, resulting in lower burden per employed person.

When one considers the fact that non-Euro area countries have more sovereign control over their monetary policies, allowing them to carry higher levels of debt than common currency area members, Irish debt per employed person is the third highest in the world after Italy and Belgium, and higher than that of Greece.

Out of top ten debtors (in terms of Government debt per employed person), six are euro area member states (10 out top 15).

Looking solely at the euro area countries, Ireland’s position in terms of debt per capita is woeful: the country has the highest debt per capita of all euro area states at EUR43,659 per person, with Belgium coming in second place with EUR40,139. In per-employee terms, Ireland takes the third highest place in the euro area with EUR93,378 in Government debt, after Italy (EUR98,314) and Belgium (EUR94,340).

30/7/18: Corruption Perceptions: Tax Havens vs U.S. and Ireland



Transparency International recently released its annual Corruption Perceptions Index, a measure of the degree of public concerns with corruption, covering 180 countries. 

The Index is quite revealing. Not a single large economy is represented in the top 10 countries in terms of low perceptions of corruption. Worse, for a whole range of the much ‘talked about’ tax havens and tax optimising states, corruption seems to be not a problem. Switzerland ranks 3rd in the world in public perceptions of corruption, Luxembourg ranks 8th, along with the Netherlands, and the world’s leading ‘financial secrecy’ jurisdictions, the UK. Hong Kong is ranked 13th. Ireland is in a relatively poor spot at 19th place. 

American exceptionalism, meanwhile, continues to shine. The U.S. occupies a mediocre (for its anti-corruption rhetoric and the chest-thumping pursuits of corrupt regimes around the world) 16th place in the Corruption Perception Index, just one place above Ireland, and in the same place as Belgium and Austria (the former being a well-known centre for business corruption, while the latter sports highly secretive and creative, when it comes to attracting foreign cash, financial system). UAE (21st), Uruguay (23rd), Barbados (25th), Bhutan (26th) and more, are within the statistical confidence interval of the U.S. score. 

And consider Europe. While most of the Nordic and ‘Germanic’ Europe, plus the UK and Ireland, are  in top 20, the rest of the EU rank below the U.S. All non-EU Western European countries, meanwhile, are in the top 15. 


Now, in terms of dynamics, using TI’s data that traces comparable indices back to 2012:
- The U.S. performance in terms of corruption remains effectively poor. The country scored 73 on CPI in 2012-2013, and since then, the score roughy remained bounded between 74 and 75. Ireland, however, managed to improve significantly, relative to the past. In 2012, Irish CPI score was 69. Since then, it rose to a peak of 75 in 2015 and is currently standing at 74. So in terms of both 2012 to peak, and peak to 2017 dynamics, Ireland is doing reasonably well, even though we are still suffering from the low starting base.

25/2/2018: Tax Havens and Financial Secrecy ca 2018


The notion of what defines a tax haven is a complex one and does not easily lend itself to a precise definition. This presents numerous problems. As a personal example is an academic paper that I am currently working on with three other co-authors in which we had to use several different definitions of tax havens, primarily because the official (OECD) designations were so deeply politicized as to exclude a wide range of countries.

Tax Justice Network this week published its Financial Secrecy Index (https://www.financialsecrecyindex.com/). The Index is based on 20 tax policy-specific indicators, which are described here (https://www.financialsecrecyindex.com/introduction/method-and-concepts) and in broad terms provides a view of just how open the country is to facilitating tax avoidance or tax evasion through its financial laws, regulations and systems. The 20 indicators are:

  • Banking secrecy
  • Wealth Ownership disclosures, covering: existence of a public Trust and Foundations Register, Recording of Company Ownership disclosures, and Other Wealth Ownership
  • Limited Partnership Transparency, Public Company Ownership, Public Company Accounts
  • Country-by-Country Reporting, and Corporate Tax Disclosure, Legal Entity Identifier, and Tax Administration Capacity
  • Consistent Personal Income Tax
  • Does the jurisdiction facilitate tax avoidance and encourage tax competition with its treatment of capital income in local income tax law? Is there tax court secrecy, and are there harmful tax structures, e.g. bearer shares; use of large banknotes, existence of trusts with flee clauses, etc
  • Public Statistics disclosures about international financial, trade, investment and tax position
  • Anti - Money Laundering regime 
  • Automatic Information Exchange, Bilateral Treaties, and International Legal Cooperation
Using the methodology described in the above link, the Tax Justice Network arrive at the country rankings in terms of how open the country system is to facilitation of tax avoidance and evasion, including through provision of financial secrecy and non-disclosure facilities that help international companies and investors avoid tax payments in their jurisdictions of origin.

The results are surprising, because they stand in a stark contrast to politically sanitized version of tax avoidance lists published by the likes of the toothless and politically controlled OECD:


Here's the top shocker: the U.S. - a country that routinely bullies other jurisdictions when it comes to extracting tax data that serves the American own purposes is number two most active tax avoidance facilitation countries in the world.  Germany, another stalwart of anti-tax avoidance rhetoric and co-sponsor of the OECD's BEPS anti-tax avoidance process alongside the U.S. is ranked number 7. Japan is number 13. Canada is number 21. And so on.

Another surprise, Ireland - previously ranked 37th in 2015 Index, with a secrecy score of 40 (see https://www.financialsecrecyindex.com/Archive2015/CountryReports/Ireland.pdf), the country is now ranked 26th, with a secrecy score of 51 (this year's country report here: https://www.financialsecrecyindex.com/PDF/Ireland.pdf). In other words, things are not quite improving for Ireland.

A third surprise is Lichtenstein. This country has been commonly accused of being a major secrecy tax haven for financial flows, quite often, without any serious consideration of the more recent reforms in the country's financial services sector. Yet, Lichtenstein ranks lowly 46th in the index, just below Norway. IN the same vein, Cyprus - that has been effectively labeled a dirty money Island for Russian mobsters during 2011 financial restructuring episode - ranks reasonably low at 24th place, well better than Germany - a country from which these accusations originated.

These, and other considerations, arising from the Index results should remind us of the complexity involved in assessing the extent of financial and tax systems facilitation of illicit and ethically questionable activities. Tax havens come in all forms and shapes, some benign, others damaging to the socio-economic environments, many having an adverse impact only in the long run.

It is quite easy for the media to label a jurisdiction a safe haven for crime. It is much harder to establish an empirical basis to either support or reject such a label.

28/9/17: Irish Migration: Some Good News in 2017


While headline figures for net migration to Ieland paint an overall positive picture in the annual data (provided on April-April basis) for 2017, there are some creases on the canvas, both good and bad.

Top line numbers are good: net inward migration posted a print of 19,800 in 2017, up on 16,200 in 2016 and 5,900 in 2015. This marks the third year of positive inflows. However, on a cumulative basis, the last three years are still falling short of offsetting massive outflows recorded in 2010-2014. Cumulatively, between 2010 and 2017, the overall net migration stands at -65,900. Taking last two years’ average net inward immigration, it will take Ireland almost 4 years to cover the shortfall. Worse, on pre-crisis trend (omitting peak inward migration years of 2005-2007), we should be seeing inward net migration of around 27,100, well above the current rate. And on a cumulative basis, were the pre-crisis trends to remain unbroken, we would have added 487,600 residents between 2000 and 2017, instead of the actual addition of 394,500 over the same period. 


So things are improving and getting toward healthy, but we are not quite there, yet.

And there are other points of concern. Primary one is the fact that net inward migration remains negative for Irish nationals: in 2017, net outflow of Irish nationals fell to 3,400 from 8,700 in 2016. However, the figures continue to record net outflows for 8th year in a row. Over the period of 2010-2017, Ireland lost net 139,800 nationals.

On a positive side, there is net inflow of all other nationalities into Ireland, with non-EU nationals inflows jumping (net basis) to 15,7000 in 2017, the highest levels on record (albeit records only start from 2006). It is impossible to tell from CSO figures which nationalities are driving these numbers - a crucial point when it comes to assessing the nature of inflows.


Final point worth making is a positive one: in 2017, Ireland recorded another year or growth in - already strong - net inflows of skills and human capital as reflected both in age demographics and educational attainment. By educational attainment, third level graduates and higher category of net inflows posted another historical record in 2017 at 23,600, topping 2016 record of 20,800. Since 2009, including the years of the acute crisis of 2010-2012, Ireland added net 61,000 new immigrants and returned migrants with third level and higher education. This is consistent with continued recovery in human capital-intensive sectors of the economy and is a huge net positive for Ireland.


Hence, overall, the figures for migration are on the balance positive, although some pockets of weaknesses continue to remain and pose a challenge to the arguments about the breadth and depth of the recovery to-date.

21/7/17: What Irish Civil Service is Good For?..


Recently released data on 2011-2016 Irish Government financial metrics shows that despite all the reports concerning the adverse impact of austerity on Irish Government employees, there is hardly any evidence of such an effect at the pay level data.

Specifically, in 2011, total compensation bill for the Irish Government employees stood at EUR 19.389 billion. This 5.39% between 2011 and the lowest point in the cycle (2014 at EUR18.344 billion), before rising once again by 2016 to EUR 19.354 billion. Total savings achieved during 2012-2016 period compared to 2011 levels of expenditure amounted to EUR2.759 billion on the aggregate, or 2.85% (annualized rate of savings averaged less than 0.57% per annum.


Statistically, there simply is no evidence of any material savings delivered by the 'austerity' measures relating to Government compensation bills.

But, statistically, there is a clear evidence of Irish public sector employment poor performance. Oxford University's 2017 International Civil Service Effectiveness Index, http://www.bsg.ox.ac.uk/international-civil-service-effectiveness-index, ranked Ireland's Civil Service effectiveness below average when compared across 31 countries covered in the report.

Spider chart below shows clearly two 'outlier' areas of competencies and KPIs in which Irish Civil Service excels: Tax Administration and Human Resource Management. Rest of the metrics: mediocre, to poor, to outright awful.

In fact, Ireland ranks 20th in terms of overall Civil Service Effectiveness assessment, just below Mexico and a notch above Poland. Within index components, Ireland ranked:

  • 16th out of 31 countries in terms of Civil Service Integrity and Policy Making
  • 26th in terms of Openness (bottom 10)
  • 20th in terms of Capabilities, and Fiscal and Financial Management
  • 13th in terms of Inclusiveness
  • 22nd in terms of Attributes (bottom 10)
  • 28th in terms of Regulation (bottom 5)
  • 8th in terms of Crisis Risk Management
  • 1st in terms of Human Resource Management (aka, working conditions and practices)
  • 4th in terms of Tax Administration
  • 31st in terms of Social Security Administration (dead last)
  • 21st in Digital Services and in terms of Functions (bottom 10)
So while managing to score at the top of the league of countries surveyed in terms of pay, perks, hiring and promotion, Irish Civil Service ranked within bottom 10 countries in terms of areas of key performance indicators, relevant to actual service delivery, with exception of one: Tax Collection. May be we shall call it Pay, perks & Tax Collection Service?

But, hey, know the meme: it's all because of severe austerity-driven underfunding... right?..

Secretary General Robert Watt: I was interested in reading this comment – and in particular the data on civil service performance.  There are methodological issues with the Study quoted.  Nevertheless readers might be interested in other data about the effectiveness of the Irish civil and public service which might give a more balanced assessment of performance. Important to consider the evidence before we reach conclusions.  Also, important to note difference between Civil Service (36,000 staff) and wider public service (320,000 staff)

Public Service performance

Over a range of international rankings, the IPA’s annual public service trends publication shows the Irish public service performing above average on many indicators.

The IPA’s Public Sector Trends, 2016

  • Ireland is ranked 1st in the EU as the most professional and least politicised public administration in the Europe;
  • Ireland is ranked 5th for quality of public administration in the EU;
  • Ireland is ranked 6th in the EU for maintenance of traditional public service values (integrity); 
  • Ireland is ranked 4th in the EU for perception of the effectiveness of government decisions;
  • Ireland is ranked 2nd in the EU for encouraging competition and a supportive regulatory environment;
  • Ireland is ranked 4th in the EU for regulatory quality;
  • Ireland is ranked 3rd in the EU in comparison of how bureaucracy can hinder business;
  • Business update of eGovernment services is higher than most of Europe with Ireland ranked 1st for highest update of electronic procurement in Europe;
  • According to the World Bank, Ireland is ranked well above average for Government Effectiveness (although individual rankings are not available);
  • Ireland is ranked 5th in Europe in the competitive advantage provided by the education system; 
  • Ireland ranks 10th for life expectancy at birth and 8th for consumer health outcomes, but slightly below average for the cost-effectiveness of health spending;

The OECD’s Government at a Glance, published in July 2017 shows Ireland ranking strongly across a range of metrics although healthcare is a notable exception:

  • Ireland is ranked 2nd in terms of citizen satisfaction with the education system and schools;
  • Ireland is ranked 6th for citizen satisfaction with the judicial system and the courts and is also in the top 4 best improved countries in the last decade;
  • Ireland is ranked 26th for citizen satisfaction with the healthcare system (slightly below average).

Recent customer satisfaction surveys of the Irish civil service show it delivering its highest customer satisfaction ratings to date. Satisfaction with both the outcome and the service delivered was rated over 80% which is close to the credible maximum.
General Public Civil Service Satisfaction Survey, conducted Q1 2017:      

  • 83% are satisfied with the service they received (up from 77% in 2015);
  • 82% are satisfied with the outcome of their customer service experience (up from 76% in 2015);
  • 46% would speak highly of the civil service (up from 39% in 2015);
  • 87% of customers claim that service levels received either met or exceeded expectations (up from 83% in 2015).

Business Customers Civil Service Satisfaction Survey, conducted, Q4 2016:

  • 82% are satisfied with the service they received (up from 71% in 2009);
  • 82% are satisfied with the outcome of the service received (up from 70% in 2009);
  • 61% felt that the service provided has improved in the last 5 years.

Lots done but more to do!



My reply to the Department comment:

Thanks for the comments on this, Press Office at Dept. of Public Expenditure and Reform. I got similar methodological comments regarding the robustness of the Oxford study via Facebook as well and, as I noted, in the technical analysis part of the paper, Oxford centre does show improved metrics for Irish civil service performance in the later data, which is heartening. Also, noted the apparent dispersion of scores and ranks across countries, with what we might expect as potentially stronger performers being ranked extremely low. Also, noted the issue of data on Social Welfare for Ireland being skewed out of OECD range and impacted by 2011 legacy issues (although it is unclear to me how spending via health budget on social welfare is treated in the OECD and Oxford data). I will post your comments on the blog to make sure these are not lost to the readers.


I agree: lots done and certainly more to do, still. 

21/7/17: Professor Mario: Meet Irish Austerity Unsung Hero


In the previous post covering CSO's latest figures on Irish Fiscal metrics, I argued that the years of austerity amount to little more than a wholesale leveraging of the economy through higher taxes. Now, a quick note of thanks: thanks to Professor Mario Draghi for his efforts to reduce Government deficits, thus lifting much of the burden of real reforms off Irish political elites shoulders.

Let me explain. According to the CSO data, interest on Irish State debt obligations (excluding finacial services rescue-related measures) amounted to EUR 5.768 billion in 2011, rising to EUR7.298 billion in 2012 and peaking at EUR 7.774 billion in 2013. This moderated to EUR 7.608 billion in 2014, just as Professor Mario started his early-stage LTROs and TLTROs QE-shenanigans. And then it fell - as QE and QE2 programmes really came into full bloom: EUR6.854 billion in 2015 and EUR6.202 billion in 2016. Cumulative savings on interest since interest payments peak amounted to EUR2.65 billion.

That number equals to 75% of all cumulative savings achieved on the expenditure side (excluding capital transfers) over the entire period 2011-2016. That's right: 3/4 of Irish 'austerity' on the spending side was accounted for by... reduction in debt interest costs.

21/7/17: Ireland: a Poster Child for Austerity through Taxes


Ever since the beginning of the Crisis in 2008, Irish policymakers insisted staking the claims to the heroic burden sharing of the post-Crisis fiscal adjustments across the entire society, the claims closely mirrored by the supporting white papers, official state-linked think tanks and organizations, and even the IMF.

Time and again, independent analysts, myself included, probed the State numbers and found them to be of questionable nature. And time and again, Irish political and policy elites continued to insist on the credit due to them for steering the wreck of the Irish economy out of the storm's path. Until, finally, by the end of 2016, Ireland officially was brought to enjoy falling official debt burdens and drastically declining deficits. The Hoy Grail of fiscal sustainability, delivered by FF/GP and subsequently (and especially) the FG/LP coalitions was in sight.

Well, here's a new instalment of holes that the official narrative conceals. CSO's latest data for full fiscal year 2016 on headline fiscal performance metrics was published earlier this month. It makes for an enlightening reading.

Take a simple chart:

Here, two figures are plotted against each other:

  • General Government Expenditure, less Capital Transfers (the bit that predominantly is skewed by 2011 banks resolution measures); and
  • Taxes and Social Contributions on the revenue side.
The two numbers allow us to compare the oranges and oranges: policy-driven (as opposed to one-off) revenues and policy-driven (as opposed to banking sector's supports) expenditures. Fiscal discipline is the distance between the two.

And what do we see in this chart? 
  1. Gap between tax revenues and non-capital transfers spending shrunk EUR899 mln in 2012 compared to 2011 and proceeded to fall EUR2.698 billion in 2013, EUR 4.22 billion in 2014, EUR 4.416 billion in 2015 and EUR1.815 billion in 2016. So far - good for 'austerity' working, right?
  2. Problem is: all of the reductions came courtesy of higher tax take: up EUR 1.567 billion in 2012 compared to 2011, EUR2.107 billion in 2013, EUR4.525 billion in 2014, EUR4.724 billion in 2015 and EUR2.713 billion in 2016.
  3. All said, over 2011-2016, cumulative reductions in ex-capital transfers tax deficit were EUR14.05 billion, but tax increases were EUR15.66 billion, which means that the entire story of Irish 'austerity' was down to one source: tax take increases. The Irish State did not cut its own spending. Instead, it raised taxes and never looked back.
  4. In fact, ex-capital transfers spending rose not fall, even as labor markets gains cut back on official unemployment. In 2011, ex-capital transfers Irish State spending was EUR71.403 billion. This marked the lowest point for expenditure in the data set that covers 2011-2016. Since then, 2015 expenditure was EUR72.113 billion and 2016 expenditure was EUR 73.011 billion.
  5. So there was no aggregate spending austerity. None at all.
  6. But there was small level of austerity in one category of spending: social benefits. These stood at EUR28.827 billion in 2011, rising to the cyclical peak of EUR29.454 billion in 2012, then falling to EUR28.526 billion in 2013 and to the cyclical low of EUR28.076 in 2014. Just as the labor markets returned to health, 2015 social benefits spending rose to EUR28.421 and 2016 ended up posting expenditure of EUR28.494. So the entire swing from peak spending during the peak crisis to the latest is only EUR418 million. Granted, small amounts mean a lot for those on extremely constrained incomes, so the point I am making is not that those on social benefits did not suffer due to benefits cuts - they did - but that their pain was largely immaterial to the claims of fiscal discipline.
So what do we have, folks? More than 100% of the entire fiscal health adjustment in 2011-2016 has been delivered by the rise in tax take by the State - the coercive power whereby money is taken off the people without providing much a benefit in return. That, in the nutshell, is Irish austerity: charging households, many struggling with debt, loss of income, poorer health and so on, to pay for... what exactly did we pay for?.. I'll let you decide that.

3/9/16: Innovation policies scorecards: Euro Area and BRIC


An interesting, albeit rather arbitrary (in terms of methodology) assessment matrix for innovation environment rankings across a range of countries, via EU Commission.

Here are the BRIC economies:


All clustered in the “Above Average Harmful Policies” (negative institutional factors) and “Below Average / Average Beneficial Policies” (positive institutional factors). Surprisingly, however, India sports the worst innovation policies environment, followed by China (where “Beneficial Policies” are, of course, skewed by state supports for key sectors). Russia comes in third (where the beneficial policies are most likely skewed to the upside by so-called strategic sectors, also with heavy state involvement). You might laugh, because with Brazil being fourth 'least detrimental' environment for innovation, the EU rankings are clearly at odds with actual innovation outcomes (https://www.globalinnovationindex.org/userfiles/file/reportpdf/GII-2015-v5.pdf) where
  • China = rank 29
  • Russia = rank 48
  • Brazil = rank 70
  • India = rank 81


Looking at the contrasting case of key advanced economies with strong supports, one wonders how much of Ireland’s policy environment is due to multinationals’ accommodation and just how on earth can such an ‘innovation-centric’ economy be so ‘average’ in terms of its innovation policies despite hundreds of millions pumped into supporting indigenous innovation. 



Then again, look at Finland with its stellar innovation policies culture and… err… economy in total coma

29/7/16: Tax Regime, Apple, Fraud?

17/5/16: Village May 2016: Buzz Wrecked

Plenty of opportunities to the upside, but risks are material and require careful policy balancing between fiscal prudence, institutional supports for domestically-anchored companies and entrepreneurs, with a concerted effort to move away from the FDI-or-bust policies of the past 30 years.
