3/2/2020: Demographics and Support for the EU: Populism Base


Rising populism in politics, demographics and the financial crisis aftershocks are linked. Intuitively and empirically. And thus says a new study, published in the Journal of European Public Policy. The study by Fabian Lauterbach and Catherine e. De Vries, titled "Europe belongs to the young? Generational differences in public opinion towards the European Union during the Eurozone crisis" tackles the "...notion that younger people hold more favourable attitudes towards the European Union (EU) is prevalent in both academic and popular discourse." The authors shows that "Younger cohorts in debtor countries have become significantly more sceptical of the EU than their peers in creditor states" after the crisis. At the same time, "Older generations are more supportive of the EU in debtor countries compared to creditor states."

12/7/18: Romania's Uneven convergence Path: 2007-2018


A new World Bank report, led by Donato De Rosa, covers Romania's reforms and economic development experience. Worth a read! |

Quick summary:

  • "Romania’s transformation has been a tale of two Romanias: one urban, dynamic, and integrated with the EU; the other rural, poor, and isolated."
  • "Reforms spurred by EU accession boosted productivity ...GDP per capita rose from 30 percent of the EU average in 1995 to 59 percent in 2016."
  • "Today, more than 70 percent of the country’s exports go to the EU, and their technological complexity is increasing rapidly... the gross value added of the information and communications technology (ICT) sector in GDP, at 5.9 percent in 2016, is among the highest in the EU."
  • "Yet Romania remains the country in the Union with by far the largest share of poor people, when measured by the $5.50 per day poverty line (2011 purchasing power parity)".  More than 26% of country population lives below that poverty line, "more than double the rate of Bulgaria (12%)."

The positive effects of Accession were frontloaded, when it comes to structural reforms:
  • "Romania was invited to open negotiations with the EU in December 1999.  Until Romania joined in January 2007, EU accession remained an anchor for reforms, providing momentum for the privatization and restructuring of SOEs and for regulatory and judiciary reforms."
  • "Output gradually recovered, and until 2008 the country enjoyed high but volatile growth... Unemployment was on a declining trend, but youth and long-term unemployment remained elevated. Skills and labor shortages became increasingly widespread. High inactivity persisted stubbornly, particularly among women. Gains in labor force participation were modest overall. ...Inequality increased further, as large categories of people—the Roma in particular—continued to be excluded from the benefits of growth."
  • "Although output has recovered since 2008, institutional shortcomings have compounded the effects of the crisis, contributing to significant setbacks in poverty reduction, and are again leading to macroeconomic imbalances."
  • "Fiscal consolidation during 2009–2015 has helped place economic growth on a strong footing. 17/6/16: Forget Brexit. Think EUrisis


Swedish research institute, Timbro, published their report covering the rise of political populism in Europe. And it makes for a sobering reading.

Quoting from the report:

“Never before have populist parties had as strong support throughout Europe as they do today. On average a fifth of all European voters now vote for a left-wing or right-wing populist party. The voter demand for populism has increased steadily since the millennium shift all across Europe.”

Personally, I don’t think this is reflective of the voter demand for populism, but rather lack of supply of pragmatic voter-representing leadership anywhere near the statist political Centre. After decades of devolution of ethics and decision-making to narrow groups or sub-strata of technocrats - a process embodied by the EU systems, but also present at the national levels - European voters no longer see a tangible connection between themselves (the governed) and those who lead them (the governors). The Global Financial Crisis and subsequent Great Recession, accompanied by the Sovereign Debt Crisis and culminating (to-date) in the Refugees Crisis, all have exposed the cartel-like nature of the corporatist systems in Europe (and increasingly also outside Europe, including the U.S.). Modern media spread the information like forest fire spreads ambers, resulting in amplified rend toward discontent.

Again, per Timbro:
“No single country is clearly going against the stream. 2015 was the most successful year so far for populist parties and consistent polls show that right-wing populist parties have grown significantly as a result of the 2015 refugee crisis. So far this year left-wing or right-wing populist parties have been successful in parliamentary elections in Slovakia, Ireland, Serbia, and Cyprus, in a presidential election in Austria and in regional elections in Germany. A growing number of populist parties are also succeeding in translating voter demand into political influence. Today, populist parties are represented in the governments of nine European countries and act as parliamentary support in another two.”

Net: “…one third of the governments of Europe are constituted by or dependent on populist parties.”

And the direction of this trend toward greater populism in European politics is quite astonishing. Per Timbro, “discussions on populism too often focus only on rightwing populism. Practically everything written on populism, at least outside Southern Europe, is almost entirely concerned with right-wing populism. Within the political sciences the study of right-wing populist parties has even become its own field of study, while studies on leftwing populism are rare.”

This skew in reporting and analysis, however, is false: while “…it is the right-wing populism that has grown most notably, particularly in Scandinavia and Northern Europe. However, in Southern Europe the situation is the opposite. If the goal is to safeguard the core values and institutions of liberal democracy we need a parallel focus on those who challenge it, regardless of whether they come from the right or the left. It is seriously worrying that seven per cent of the population in Greece vote for
a Nazi party, but it is also worrying that five per cent vote for a Stalinist one. The second aim of this report is therefore to present an overview of the threat of populism, both right-wing and left-wing, against liberal democracy.”

The chart above shows that authoritarian left politics are showing a strong trend up from 2010 through 2014, with some moderation in 2015, which might be driven more by the electoral cycle, rather than by a potential change in the trend. The moderation in 2015, however, is not present in data for right wing authoritarianism:


So total support for authoritarian parties is up, a trend present since 2000 and reflective of the timing that is more consistent with the introduction of the euro and subsequent EU enlargements. An entirely new stage of increase in authoritarianism tendencies was recorded in 2015 compared to 2014.


Save for the correction downward in 2007-2009 period, authoritarian parties have been on an increasing power trend since roughly 1990, with renewed upward momentum from 1999.

What we are witnessing in the above trends is continuation of a long-running theme: the backlash by the voters, increasingly of younger demographics, against the status quo regime of narrow elites. Yes, this reality does coincide with economic inequality debates and with economic disruptions that made life of tens of millions of Europeans less palatable than before. But no, this is not a reaction to the economic crisis. Rather, it is a reaction to the social, ideological and ethical vacuum that is fully consistent with the technocratic system of governance, where values are being displaced by legal and regulatory rules, and where engineered socio-economic system become more stressed and more fragile as risks mount due to the technocratic obsession with… well… technocracy as a solution for every ill.

While the EU has been navel gazing about the need for addressing the democratic deficit, the disease of corporatism has spread so extensively that simply re-jigging existent institutions (giving more power to the EU Parliament and/or increasing member states’ voice in decision making and/or imposing robust checks and balances on the Commission, the Eurogroup and the Council) at this stage will amount to nothing more than applying plasters to the through-the-abdomen gunshot wound. Brexit or not, the EU is rapidly heading for the point of no return, where any reforms, no matter how structurally sound they might be, will not be enough to reverse the electoral momentum.

For those of us, who do think united Europe can be, at least in theory, a good thing, time is to wake up. Now. And not to oppose Brexit and similar movements, but to design a mechanism to prevent them by re-enfranchising real people into political decision making institutions.

6/5/15: Thus Spoke 'Not a Dwarf' of Politics...


Does it make you wonder what the U.S. might have looked like if Sarah Palin was elected in 2008? Well, here's a snapshot of a similar experiment currently ongoing in Europe: behold the European Titan of Thought, the (one of the numerous) President of Europe, Jean-Claude Juncker and his latest escapade http://www.telegraph.co.uk/finance/economics/11583755/Anglo-Saxon-world-would-rip-apart-Europe-after-a-Grexit-says-Juncker.html.

This is the best that Europe can do in making high level appointments. And it is out there, on par with Palin.

So here are some choice moments from Mr Juncker-Palin lengthy career as Europparatchik...

  • On the 2005 French referendum on the Lisbon Treaty: "If it's a Yes, we will say 'on we go', and if it's a No we will say 'we continue'."
  • On the Lisbon Treaty, 23 June 2007: "The constitutional treaty was an easily understandable treaty. This is a simplified treaty which is very complicated."
  • On the Lisbon Treaty, 2 July 2007: "Britain is different. Of course there will be transfers of sovereignty. But would I be intelligent to draw the attention of public opinion to this fact?"
  • On 20 April 2011: "Monetary policy is a serious issue. We should discuss this in secret, in the Eurogroup [...] I'm ready to be insulted as being insufficiently democratic, but I want to be serious [...] I am for secret, dark debates."
  • Referring to his work in the European Council in 2012: "We decide on something, leave it lying around and wait and see what happens. If no one kicks up a fuss, because most people don't understand what has been decided, we continue step by step until there is no turning back."
  • On Greek crisis, 2011: "When it becomes serious, you have to lie."
  • To George W. Bush, June 20 2005: "I was going to say he's a piece of work, but that might not translate too well. Is that all right, if I call you a 'piece of work'?"
  • As PM of Luxleaks: "We do not attract Russian money to Luxembourg with high interest rates."
  • Ibid: "The Luxembourg financial centre is based on several pillars, we are characterised by the breadth of our product range, we are an active participant in the international credit business."
  • "I am not a dwarf."
  • "God understands more about the financial markets than many who write about them."

  • Answering the question: :what happens if we're sitting here again next year and conclude that Greece is still not on a stabilization course?", Juncker produced the following: "If the donkey were a cat it could climb a tree. But it is not a cat. Nevertheless, this is a question that worries many people. My answer to it is almost a little theological: I do not believe that this question will ever be asked."
  • "We must go back to teach Europeans to love Europe."
  • "I believe neither the French nor the Dutch really rejected the constitutional treaty."
  • "Now is the time to give a message of hope to the Greek people, not only implement, implement, implement and obligations, obligations, obligations, the message that the European institutions will give help and solidarity with particular rates, in order to over come this very bad situation at the social level."
  • "One should stop - especially Britain, which was always for expansion of the European Union - discriminating against countries only because it comes across well in the current context if you beat up on others, i am strictly against that one should - and this is the key point - act as if all Poles, all Romanians, all Bulgarians who are on the European labor market are doing this out of a basically criminal disposition. These are people who are working to get paid." [It is worth remembering that the UK was one of just 3 countries in the EU that opened its labour market to the Accession States]
  • On Greek bailout negotiations currently underway: "I am working together with Eurogroup President Jeroen Dijsselbloem to achieve an extension of the existing program, in order to bridge the time until summer."
  • "Britain is different. Of course there will be transfers of sovereignty. But would I be intelligent to draw the attention of public opinion to this fact?"
All of which provides a decent comic relief across the Atlantic, and a dose of tears here, in Europe, where taxpayers are paying for this 'leadership' through the nose.

9/8/2013: Political Waffle Passing for Learning?

My response is as follows:


This article is a trite rehashing of cliches, some of which have served as pre-conditions to the crisis, by a man who is presiding over the institution complicit in creation of the crisis in the first place, as well as in exacerbating the adverse impact of the crisis on the member states of the EU. 

Let me just deal with the first set of Mr Schulz's core hypotheses: 

"Firstly, the invisible hand of the market does not work and needs a robust regulatory framework." 

Given that the Euro area crisis arose from the disastrous mis-management of the monetary union, the statement is absurd and ideologically dogmatic. Markets require proper regulation and are legally-based structures. Mr Schulz seems to fail to understand this and is confusing anarchy with the 'invisible hand' of the markets. European markets have failed, in part, due to wrong regulation (not the lack of regulation) and in part due to the lack of enforcement of existent regulation. Mr Schulz seems to have no idea as to these facts. Institutions that commonly failed to enforce existent regulations and treaties include, among others, the European Commission (allegedly reporting to the EU Parliament, that Mr Schulz presides over) and the European Parliament itself.

The markets failures were, in the case of the 'peripheral' euro states, exacerbated by the inactions and actions of the European authorities, including those by the European Parliament.


"Secondly, politics should gain primacy over markets and labour over capital." 

Primacy of politics over markets (or rather economics) in Europe is exactly what led us into this crisis. 

Political dominance over economic policies design is behind the creation of the monetary union and the expansion of the union to include countries that are not ready for a single currency regime. It is also responsible for the fraudulent ways in which some member states have acceded to the monetary union (e.g. Italy and Greece, where misreporting and financial instrumentation of deficits and debt were rampant and Mr Schulz's institution was amongst those that were aware of these facts, were required to be aware of these facts, and yet were inactive in the face of these facts). Politicization of the markets for Government bonds, for foreign exchange, for credit, for equity, for risk pricing, etc has been responsible for inducing many deep failures in the markets in Europe. For one, this politicization has led to an unsustainable debt accumulation in the private sector and transfer of private debts onto the shoulders of taxpayers. 

I might agree with Mr Schulz on the point of 'labour' supremacy over 'capital'. Alas these are poorly defined concepts in Mr Schulz's case. Labour can mean labour unions (organised labour movement) or labour as human capital (skills, entrepreneurship, creativity, etc) and everything in-between. All of these definitions will contain internal contradictions in incentives, preferences for policies and responses to policies to each other and to the definitions of capital that can be deployed. Mr Schulz fails to define the categories he references, which suggests that his assertions are once again nothing more than populist sloganeering. Mr Schulz seems to have no idea that capital can be physical, technological, financial, intellectual or human. That 'labour' can be complementary to physical and technological capital in which case primacy of labour over technology can be destructive to the objectives of both. Mr Schulz appears to be inhabiting a simplistic universe more corresponding to that inhabited by Marx and Engels in the late 1840s than the one that exists today.


"Thirdly, and most importantly, the economy and politics should return to the values of solidarity, social justice, decency and respect." 

This is both historically incorrect and, frankly put, too rich coming from someone heading a powerful EU institution. 

It is inherently incorrect because a return implies existence of something in the past. European societies never possessed any real sense of 'solidarity' or 'social justice' but historically (and to-date) relied on preservation of the status quo of distribution of wealth within the set confines of the European elites and independent of merit. Thus, Europe never pursued meritocratic systems of wealth and income allocations. And subsequently never developed such systems. What Mr Schulz might mean (and we are reduced here to guessing) is the return to the status quo of interest groups-driven 'social' allocations of resources - a system commonly known as tax (someone else) and spend (on me or my friends). 


It is a rich statement coming from Mr Schulz because he presides over the EU institution that was at least complicit in forcing member states to transfer private sector losses onto taxpayers and failed to structure properly core institutional frameworks of the EU. Whether this complicity involved errors of omission or commission is irrelevant. The outcomes of these errors are Greece today, Cyprus today, Ireland today, and Italy, Spain, Portugal and so on. From this point of view, the perspective of returning to values by the political and economic institutions of Europe would first and foremost involve (require) restructuring of the European institutions from the top. Mr Schulz's job would be on the line in any such process of renewal and return to accountability. 

That, alas, is the nature of leadership: you fail and you are gone. Writing op-eds full of well-meaning waffle is, frankly, not an excuse for the failures of both action and inaction.
